Creating Realistic Clouds
Follow this tutorial to easily create a realistic effect of
clouds in Photoshop.

In this tutorial, we are using Photoshop CS. Previous
versions or other graphics suites with the Clouds, Bas Relief, and
Diffuse Glow filters can also complete this tutorial.
To start, create a new canvas. For this tutorial, we are
using 350px for width, and 220px for height.
First, select the color #0F40A4 using the color
picker. Start by applying a Clouds effect (Filters > Render > Clouds) to
the canvas.

Then, apply a Bas Relief effect (Filters > Sketch > Bas
Relief). Use 15 for Detail, 7 for Smoothness, and
Bottom for Light. You can adjust the settings if you wish.

After that, apply a Diffuse Glow effect (Filters >
Distort > Diffuse Glow). For Graininess, use 1. Glow Amount
can be 3 and 16 for Clear Amount.

Select the color #90A4CE using the color picker, and
apply a transparent gradient at the bottom. After you're done, you may want to
apply some Blur effects (Filters > Blur > Blur).
You're done!
